My tegu has been really unactive and not very hungry since I got him. He has been tested for parasites and has had a blood test. They both came back normal.Could this be bad UVB?
It could possibly be the heat, what are your temps?
I remember a while back I had broken Tiggers UVB bulb, I didn't get a chance to replace it until 3 weeks later. He was perfectly fine and active as always.
His basking temp is 107 and the warm half is 90 and the cool half is 78. I have a 4 foot long flourescent bulb that is 5.0 in the back and a Zoo med power sun with uv on top which is heat and uvb and uva. BUt someone told me you cant always trust those new all in ones/

a mega ray, the min lenght you can hang those things in the cage is at 12". In other words it has to be 12" away from the animal, requimended. 18" is no problem for those bulbs.

I'm not sure i'd have to re-read the box, but these are not for the small cages and are used by zoological facities. Also if you order directly from them they can find a bulb that has the UV output that you need for you're cage, becuase they don't all shin the same.
over italy many people had problems with 10.0 uvb, me too
my girl was walking in the cage with her eyes closed, didn't eat much and slept most of the day.
now i use a 5.0 and she's fine again.
