Louie seems to have a real thing against my husband, he should be used to his smell and voice etc as he is around him as much as me, and he is fine when he puts his hand in his enclosure to change his water bowl or anything else but he will just not let him handle him or touch him like he will let me do

not really strange, tegus can be very tame and still get all huffy and puffy when strangers are around, my girlfriend can't touch my red he tail whips her but he has never done anything to me he is sweet.

yes Frizz, I read a lot about this behavior, some Tegus/monitors have generally and only one Keeper.
Here comes the word "socializing". Rick said that this is one of his main point to tame a Tegu, everybody should touch and handle the Tegu so he/she can understand that human are not a danger for them.
