Okay.. So my local pet store.. which I buy everything from and I trust very much, Told me that there was a fire risk of putting Heatmats inside tanks (Moisture and humidity leaking into circuits etc.)
So for my Iguana and Monitor tanks, I put them on the bottom of the tanks.
after a couple of weeks a very overpowering smell of burning was around. The two heat mats had melted so much that some bits had gone crusty, and there were holes in the mat.. and sparks where electric was. and smoke.
Just to warn others who have been told the same thing.
Also, I found that putting the heat mat inside the tank and putting a layer of plexi glass over it is just fine and has caused no issues with my bearded dragons for as long as I've had them.

Thanks for the info ( warning ).I don't like heat mats but I do use one for my ball python because she doesn't dig in to the mulch.know that there are some people that put the heat mat under neath the tank and put the tank on a stand that doesn't have a opening there the air can keep the heat mat cool on the bottom. There should always be a space between the tank and the stand.
my ceramic heat emitter once fell on the moist mulch and I woke up to the house filled with smoke and the tegu cage was on fire, the tegus were in hibernation so nothing happened.

Im pretty new to keeping lizards but have had my beardy for about two years and I keep the heat mat under the tank(only because I tought thats the way its meant to be ) but I never got any trouble with it apart from it not emmiting alot of heat through the glass bottom of the tank

I think glass would be fine..
My tanks had a half inch MDF venier base, then the heat mat, then two inches of Housing standard insulator..
Seems really stupid now.. but not at the time.
Oh, and just an extra update, I replaced my heat mat last night, but on the inside of the tank under some plexi..
To find that it got so hot there was a huuge hole burnt through the bottom!
I'm so glad I didn't have any health risks for poor ol' fluffy
