Probably a year to get up to full size and a couple more to fill out and completely mature, but someone who has raised a blue from hatchling may be able to answer that better.
I know more about Argentine Black & Whites, though I do own an adult female blue tegu which carrys the albino gene. Now if I could just find a male blue tegu.

My general rule of thumb is that the current tegu enclosure should be as wide as the tegu in question and twice as long. If you have a 2 foot tegu the current enclosure should be 2 feet wide, 4 feet long. If the tegu is 11 inches long the current enclosure should be 11 inches wide and 22 inches long.
Just remember tegus grow fast so if you keep buying tanks for it's current size you will spend a lot of money so build the enclosure for the size the tegu will grow to.
Adult Tegu Sizes:
Argentine Black & White Tegu = upto 4.25 feet
Argentine Red Tegu = upto 4.25 feet
Blue Tegu = upto 3.5 feet
Colombian Black Tegu = upto 3.5 feet
Colombian Gold-Phased Black Tegu = upto 3.5 feet
