I don't tend to think of reproductive ability as equating to adulthood. I wouldn't consider a 12 or 13 year old girl to be an adult just because she can reproduce. In any case, at ten months he still has 50+ pounds to put on and still has a puppy mentality. So, to me he's still a puppy.
