hey, im new here too but i know from experience with my ball python that as long as you loosley tape the UTH to the bottom of the tank and then set them both up on a 2x4 on either side of the tank the temp should be fine. dont do what i first did and sandwhich the UTH between the tank and whatever its sitting on. I almost burned a wooden toy chest that way.

Yes, you will need to get a basking bulb. If you are going to use a 40 breeder a 100 watt heat bulb on one end should be fine as long as it is on top of the cage. You will want to take the temp on the basking spot. It should be between 90*F and 110*F.
Also csfiend18, tegus are not like Ball pythons. They require a basking light, as well as UV lighting. Heat tape will not work for them. Also if you cover the whole bottom of the enclosure with heat tape, there will be no where for them to cool off.
