To build on Rick's sweat box idea and avoid the nails in the towel problem, you could try and isolate the towel and UTH. Perhaps mounting them VERY SECURELY to the top of the box.
When my tegu had a similar shed problem, I put damp moss on the floor of my tegu's hide, and also put it on the top around the edges affixing it inside with string. This way I could just place the heat pad under the hide and feel safe that it would not harm my little pal.
I never had a problem with the towel but he didnt really walk over the top it was draped across a branch so he just stayed under it.But I suppose it could happen..Just saying what worked for me at the time...he had a bit of a scar where his tail cracked for awhile but it eventually went away with all his sheds.
