Out black/white tegu is about 1 yr old and just recently active after hibernation. He's currently shedding. However, his breathing seems heavy and he's lying there with his mouth open. I also noticed that his lower 'lip' doesn't look right. It appears to be sagging a bit on both sides. Any ideas?
Well it could possibly be a Respiratory Infection, is there anything else wrong?
He could be dehydrated and wanting water, is he drinking?
Post back ASAP.

Just cururios whats for temps at. Some lizards can get too warm and they'll do their version of panting. The soaking might have helped becuase with heat come dehyrdation. Also watch the sagging jaw that can be an indicator of MBD, just a heads up.
